Question : REGULATIONS FOR APPOINTMENT OF TEACHERS



(a) the details of the regulations for appointment of teachers and other academic staff in universities and colleges;

(b) whether the State Educational institutions are following those regulations and if not, the reasons therefor;

(c) whether University Grants Commission has hinted that the general development grant to universities could be withheld if faculty vacancies are not filled up well in time before the start of the next academic session; and

(d) if so, the details thereof?

(a) & (b): The University Grants Commission(UGC) has framed Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standard in Higher Education, 2010 for regulating the appointment of teachers and other academic staff in universities and colleges. These Regulations apply to every University establi- shed or incorporated by or under a Central Act, Provincial Act or a State Act, every Institution including a constituent or an affiliated College recognized by the Commission, in consultation with the University concerned under Clause (f) of Section 2 of the University Grants Commission Act, 1956 and every Institution deemed to be a University under Section 3 of the said Act. (c) & (d): Yes, Madam. The UGC has informed that it has requested all the Universities to make a serious effort in ensuring that all vacant positions are filled up by them before the start of the next academic session, well in time for the selected persons to be available for the instructional programs of the new academic session, failing which the UGC would be constrained to withhold the General Development Grant.
