Question : Additional Rooms for Schools

(a) whether the Government has made payment for previously constructed additional rooms for the
upper primary and primary schools for the financial year 2014-15 and if so, the details thereof;
(b) if not, the reasons therefor;
(c) the names of the places in the country for which payment for additional rooms constructed
previously has not been made; and
(d) the time by which payment for additional rooms constructed previously is likely to be made to the
States including to the State of Chhattisgarh along with the details thereof?

(a) to (d) Under Sarva Shiksha Abhiyan (SSA) scheme, Ministry of Human Resource Development
supports State Governments and UT Territory (UT) Administrations for creation and augmentation of
infrastructural facilities including construction of additional classrooms (ACRs) in the Government
elementary schools, according to the Budgetary provision and norms of the scheme. The requirement of
infrastructural facilities in schools are worked out every year by the respective State/UT on incremental
basis depending on their need and priority and reflected in their Annual Work Plan and Budget
(AWP&B). The infrastructural facilities including ACRs sanctioned to a State/UT, which are not
completed in the given year, are carried over as spill over by States/UTs in the subsequent year, subject to
appraisal and approval of the Ministry.
Since the inception of SSA in 2001, 18.87 lakh ACRs have been sanctioned to States and UTs,
out of which they have reported construction of 17.90 lakh ACRs by September, 2017. The details of
funds released to States/UTs including Chhattisgarh for various approved activities including construction
of ACRs, during the last three years under SSA are at Annexure.
