(a) whether the Government has formulated any scheme to avoid erratic power supply by the power distribution companies even after carrying out the maintenance before the rainy season;
(b) if so, the details thereof;
(c) if not, the measures being taken by the Government to avoid such erratic power supply; and
(d) the details of action taken by the Government against such companies for irregular supply of power?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO. 467 TO BE ANSWERED IN THE LOK SABHA ON 25.07.2019 REGARDING ERRATIC POWER SUPPLY BY POWER DISTRIBUTION COMPANIES.

(a) to (d) : The distribution of electricity, including maintenance of infrastructure falls under the purview of the respective State Governments/ Distribution utilities, and the State Electricity Regulatory Commissions (SERCs).
The Government of India, as per Section 57(1) and 57(2) of the Electricity Act 2003, has empowered the SERCs to specify the Standards of performance (SoP) of a licensee or a class of licensees, with provisions for suitable compensation in case of non-adherence. Further, as per Section 86 (1) (i), SERCs shall specify or enforce Standards with respect to the quality, continuity and reliability of service by Licensees. The Central Electricity Authority (Measures relating to safety and Electric Supply) Regulations 2010 also provides measures for empowering technicians with training on pre-monsoon maintenance of transmission and distribution lines.
Further, the Government of India has been assisting States through various schemes including Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and Integrated Power Development Scheme (IPDS) for strengthening the sub-transmission and distribution networks, metering, IT enablement, segregation of feeders etc. to enable 24X7 reliable power supply for all.
