(a) to (b):The Department of Land Resources is implementing National Land Records Modernization Programme (NLRMP) since 2008. The programme includes survey/resurvey as one of the components. The guideline of NLRMP prescribes three modern methods of survey-resurvey namely (i) Pure Ground Method using Total Station (TS) and Differential Geo Positioning System (DGPS); (ii) Aerial Photography and Ground Truthing Using DGPS/TS and (iii) Satellite Imagery and Ground Truthing with DGPS/TS. Gujarat is following the Pure Ground method, Haryana is doing by Satellite Imagery method and Bihar& Odisha are following the Aerial Survey methods. These States are in different stages of survey-resurvey.
(c):Workshops on Best Practices of NLRMP, Regional Review meeting etc., are organized by the Department from time to time to review and highlight the achievements by different States/UTs which are to be followed byrelatively slow performer States.
(d):Land and its management falls under the exclusive legislative and administrative jurisdiction of the States as provided in Entry No. 18 of List II (State List) of the Seventh Schedule to the Constitution. Acquisition of land for various projects is done by the concerned State Governments/UTs Administrations. The criteria adopted for determination of compensation is laid down in the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 which inter-alia takes into account the market value of land, value of assets attached to land or building, factor by which the market value is to be multiplied in the case of rural area, solatium amount etc.
