Question : TARGETS UNDER PMGSY



(a) the targets fixed by the Government for construction of roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY) during the Tenth and Eleventh Five Year Plans;

(b) whether these targets have been achieved, if not, the reasons therefor;and

(c) the steps taken/proposed to be taken by the Government in this regard?

(a) to (c): A statement is laid on the Table of the House.

Statement referred to in reply to parts (a) to (c) of the Lok Sabha Starred Question No.150 due for reply on 30/11/2009.

(a) & (b): Under Pradhan Mantri Gram Sadak Yojana (PMGSY) a target for providing all weather connectivity to 42,736 habitations up to the end of Tenth Five Year Plan period was fixed. Against this, 36,694 habitations were provided connectivity up to the end of 10th Five Year Plan.

Similarly, a target to provide all weather connectivity to 60,638 habitations during Eleventh Five Year Plan has been fixed. Targets have also been fixed to construct 1,29,707 km new roads and upgrade 1,00,740 km roads during this period. Against this,27,608 habitations have been provided all weather connectivity, 66,359 km new roads have been constructed and 49,521 km roads have been upgraded till September, 2009.

The achievements in the 11th Five Year Plan till September, 2009 are as per targets.There was small shortfall in achieving the target in 10th Five year Plan. Inadequate institutional capacity and limited contracting capacity in some states, constraints relating to land availability and delay in forest clearances were some of the major reasons for this shortfall.

(c) In order to improve the implementation of the programme in the states following measures have been taken by the Ministry of Rural Development:

1. The State Governments have been advised to deploy adequate number of dedicated Programme Implementation Units (PIUs) commensurate with their work load.

2. Central Public Sector Undertakings have been deployed in Bihar,Jharkhand and Tripura.

3. The Standard Bidding Document (SBD) has been amended to facilitate participation of small and medium as well as large contractors.

4. The State Governments have been advised for e-tendering the projects to expedite the process and also to ensure transparency.

5. Implementation of the programme is being monitored through monthly reports, periodical review meetings and field visits of officers.

6. Training is being imparted to the field personnel for building their capacity in programme implementation.
