Question : Road Projects under PPP Mode

(a) the details of the road projects awarded under the Public Private Partnership (PPP) mode across the country including cost incurred on account of land acquisition during each of the last three years and the current year, State/UT-wise and Project-wise;

(b) whether the Government has conducted any study on cost-benefit analysis of the said projects before awarding them under the said mode;

(c) if so, the details and outcome thereof and if not, the reasons therefor along with the present status of such projects;

(d) whether the Government has received complaints of irregularities in awarding the said projects from various quarters during the said period;

(e) if so, the details thereof, State/UTwise and Project-wise and the reasons therefor along with the action taken/being taken by the Government thereon so far, and

(f) the other steps taken/being taken by the Government in this regard?

(a) to (f) The details of the road projects awarded under the Public Private Partnership (PPP) mode across the country during each of the last three years and the current year, State/UT-wise and Project-wise are at Annexure-I. Cost - Benefit analysis is part of Detailed Project Report (DPR) study. Decisions regarding the mode of project delivery are taken on the basis of value for money. So as to ensure that the decided mode of project delivery is the optimum and most viable alternative. Tendering of the projects is done in a transparent manner on E-Tendering portal, which envisages competitiveness among the bidders. Complaints received in this regard are duly inquired into and necessary action taken thereon.
