Question : NATIONAL POLICY ON SD



(a) whether the Government has initiated the process to revise the National Policy on Skill Development 2009 and if so, the details thereof and the reasons therefor;

(b) whether the Government proposes to expand and strengthen Nehru Yuva Kendra Sangathan to reach out to youths and explain about the skill development initiatives;

(c) if so, the details thereof;

(d) whether the Government also proposes to develop web portal where persons interested in skill development can register and if so, the details thereof; and

(e) the other steps taken/being taken by the Government to attract more and more youths towards skill development programmes initiated by the Government?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI RAJIV PRATAP RUDY)

(a) : The Government had formulated National Skill Development Policy in 2009. The policy was to be reviewed every five years. The Government is reviewing the National Skill Development Policy. The National Skill Development Policy will provide a robust framework of skill development and focus on outcome based approach in terms of providing meaningful employment in the form of both wage and self employment.

(b) & (c): Nehru Yuva Kendra Sangathan (NYKS) is already engaged in skill development activities. NYKS in collaboration with National Skill Development Corporation (NSDC) provided Skill Development and Vocational Training to Youth in various fields like Retail Sales, Electrician, Accounting, Hospitality, Information Technology Enable Services (ITes), Business Process outsourcing (BPO) etc. Under the project, 1269 youth from North Eastern States and J&K were trained

(d) : The National Skill Development Agency (NSDA) has already initiated the process of registering candidates who are interested in under taking skill development trainings. This candidate registration component of the LMIS would be linked to AADHAR of UIDAI. The portal was launched on 1st October 2014 and is being upgraded. Till date, 1238 candidates have registered in the portal expressing their interests in undertaking skill training.

(e) : The Government of India is implementing about 73 skill development schemes, which vary across sectors through 22 GOI Ministries/Department. Various public awareness activities and campaigns are undertaken and incentives under these scheme to create awareness about these schemes.
