(a) Yes, Sir.

(b) The rules for implementation of the Benami Transaction (Prohibition) Act, 1988 could not be notified since its inception. The Ministry of Law pointed out serious legal infirmities in the enactment causing difficulties in the framing of the Rules.

(c) As difficulties in implementation are of a legal and constitutional nature, no specific time frame can be fixed for its implementation.
