Question : Funds under Special Development Package

(a) whether the Government has released funds under the Special Development Package to Andhra Pradesh;
(b) if so, the details thereof, year-wise;
(c) if not reasons therefor; and
(d) the views of the Government in this regard?

STATEMENT REFERRED IN PART (A) TO (D) OF THE REPLY TO THE LOK SABHA STARRED QUESTION NO. *275 BY SHRI Y.S. AVINASH REDDY REGARDING ‘FUNDS UNDER SPECIAL DEVELOPMENT PACKAGE’ DUE FOR ANSWER ON MONDAY MARCH 15, 2021.

(a) to (c): Yes Sir. As per the recommendations of NITI Aayog in its report on ‘Developmental Support to the Successor State of Andhra Pradesh under Andhra Pradesh Re-organization Act (APRA), 2014 dated 01.12.2015’ the Union Government has released Rs. 1400 crore to the State of Andhra Pradesh towards Special Development Package under Sections 46(2) & (3) and 94(2) of the APRA, 2014 for development of seven backward districts of the State. The 1st installment of Rs.350 crore was released on 18.02.2015, the 2nd installment of Rs. 350 crore was released on 23.11.2015, the 3rd installment of Rs.350 crore was released on 30.01.2017 and the 4th installment of Rs.350 crore was released on 31.03.2020.

(d): The Union Government has released Rs. 1400 crore to the State of Andhra Pradesh towards Special Development Package for development of seven backward districts of the State under the APRA, 2014. Against this amount, the Utilization Certificates of Rs.1049.34 crore have been submitted by the State Government of Andhra Pradesh. The releases towards Special Development Package for development of seven backward districts of the State under the Andhra Pradesh Re-organization Act, 2014 are based on recommendations of the NITI Aayog.
