Question : Drug-De-Addiction Centres

(a) the number of de-addiction centres being run by the Government in the country, State-wise including Jammu and Kashmir;

(b) the details of assistance provided by the Government to the said centres;

(c) whether the Government has constituted any task force to ensure proper functioning of the such centres; and

(d) if so, the details thereof and the steps taken in this regard?

(a) & (b): This Ministry has been implementing the Central Sector Scheme of ‘Assistance for Prevention of Alcoholism and Substance (Drug) Abuse’ under which financial assistance is provided to Non-Governmental Orgnisations and voluntary organizations for running Integrated Rehabilitation Centre for Addicts (IRCAs), organizing de-addiction camps and conducting awareness programmes, about ill-effects of use of alcohol and drug abuse. The State-wise number of IRCAs including Jammu and Kashmir and the financial assistance provided to them during 2014-15 is given in the Annexure.

(c) This Ministry has not constituted any such task force. However, proposals of NGOs for release of grant-in-aid are considered on the basis of recommendation of the State Government/UTs, satisfactory reports of inspection carried out annually by the State Government and completeness of the proposal in all respects as per the norms and guidelines of the scheme. Subsequent grants are released to the implementing agencies only on receipt of audited statement of accounts and utilization certificates of the grants received in the previous year. Inspections of the projects run by the NGOs with financial assistance under the above-said Scheme are also carried out on random basis by this Ministry. During the year 2014-15, 273 projects were inspected by the officials of this Ministry.
