Question : Safety Rules for Workers in Mines

(a)whether regular inspections are carried out regarding compliance of health and safety related rules in respect of the workers working in the mines;
(b)if so, the details thereof;
(c)the State-wise details of the number of irregularities reported in the above-said inspections during the last three years;
(d)the steps taken by the Government regarding the above said irregularities along with the outcome of the steps taken; and
(e)the reaction of the Government thereto?

(a) & (b): Yes, Sir. Regular inspections are carried out regarding compliance of health and safety rules in respect of the workers working in the mines in terms of relevant provisions of the Mines Act, 1952 and Rules and Regulations made there under by Directorate General of Mines Safety (DGMS) under the Ministry of Labour and Employment. The number of inspections carried out in the year 2016, 2017 and 2018 are 13038, 9711 and 8117 respectively.

(c): The State-wise details of the number of irregularities reported in the inspections carried out during the last three years is annexed.
(d) & (e): The details of the steps taken by DGMS after reporting of the irregularities during the inspections are as follows:
i. Violations/ contraventions letters are issued.
ii. Notices under section 22A (1) of the Mines Act, 1952 are issued.
iii. Prohibitory Orders under section 22A (2) & 22(3) of the Mines Act, 1952 are issued.
iv. Permissions are withdrawn
v. Show caused letters are issued
vi. Warning letters are issued
vii. Prosecutions are launched

The compliance of rectification of the irregularities by the mine (s) management are monitored by DGMS during subsequent inspections.
