Question : Uniformity in Education


(a) whether the Government is aware that there is no uniformity in the Indian credit
system as well as syllabus and course structure in universities;

(b) if so, the reasons therefor;

(c) whether the Government is planning to take any action to evolve uniform norms and
standards for all universities so that there is no inequality in education;

(d) if so, details thereof and if not, reasons therefor; and

(e) the steps taken by the Government in this regard?

(a) to (e): The University Grants Commission (UGC) has informed that under its flagship
scheme of Choice Based Credit System (CBCS), it has initiated several measures
which, inter alia, include minimum course curricula for undergraduate programs and
uniform examination and evaluation system. The CBCS aims at ensuring uniformity,
efficiency and academic excellence in national higher education system and resolving
various difficulties faced by the students due to the diversity of evaluation system
followed by different Universities in India.

Further, CBCS ensures seamless mobility of students across the higher
education institutions in the country as well as abroad where such system is a norm.
The UGC had circulated CBCS guidelines to the Vice-Chancellors of all Universities and
requested them to introduce this system from the academic year 2015-16. The details of

Under CBCS, UGC has formulated model curricula for different undergraduate
