Question : FLOOD CONTROL BY EMBANKMENTS



(a) whether the Government has any plan for strengthening the embankments of Saryu river near Basti district to protect it from floods;

(b) if so, whether there is any plan to make the area flood-proof by constructing permanent embankments and if so, the details thereof;

(c) whether there is any plan to investigate the misuse of flood prevention funds received from the Union Government and take action against the culprits; and

(d) if so, the details thereof?

(a) & (b) Flood management being State subject, the related schemes are formulated and implemented by concerned State Governments as per their priority and resources. The Government of India provides technical and advisory support and also promotional financial support for management of floods in critical areas.

During XI Plan, the Government of Uttar Pradesh had formulated a project namely “Construction of Marginal Embankments & Flood Protection Works along left & right bank of river Saryu/Ghaghra in districts Bahraich, Barabanki, Gonda, Basti, Faizabad& Mau” with estimated cost of Rs. 110.00 crore. The central assistance of Rs. 28.87 crore was released for the above project under Flood Management Programme in XI Plan. The above project envisaged anti-erosion works, marginal and flood protection embankments.

Besides, a project namely “Flood Protection works along left bank of river Ghaghra in the district of Basti” with an estimated cost of Rs. 80.24 crore for anti-erosion works was approved under Flood Management Programme during XII Plan and the central assistance of Rs. 6.015 crore was released in the year, 2013-14.

(c) & (d) No Madam. The matter of Investigation of any misuse of funds falls within the purview of State Government.
