Question : Industrial Training Institutes

(a) the details of Industrial Training Institutes (ITIs) functioning in the country,State/UT-wise;
(b) whether there is a need for improvement in training quality of such institutes currently in operation and if so,the details thereof along with the steps taken/being taken in this regard;

(c) whether new ITIs are proposed to be set up across the country including Madhya Pradesh to impart industrial training to more and more youth for their skill development; and

(d) if so, the details thereof, State/UTwise and if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PART (a) TO (d) OF LOK SABHA STARRED QUESTION NO.*271 RAISED BY HON’BLE M.P SHRIMATI RITI PATHAK &SHRI NISHIKANT DUBEY REGARDING ‘INDUSTRIAL TRAINING INSTITUTES’ FOR REPLY ON 06.08.2018.

(a) There are 14312 Industrial Training Institutes (ITIs) functioning in the country(2204 Government and 12108 Private ITIs), affiliated with National Council of Vocational Training.The details of State/UT wise Government and Private ITIs is attached at Annexure I.
(b) Directorate General of Training(DGT) under Ministry of Skill Development and Entrepreneurship(MSDE), has been making continuous efforts,to improve the quality of training in these existing Institutes, and also in new Institutes. The steps taken/being taken in this regard include:
i. Prescribing new Affiliation Norms for ITIs for quality training.
ii. Regular inspection of ITIs and de-affiliation of ITIs to weed out ITIs not conforming to the NCVT norms & standards.
iii. ISO 29990 Certification of ITIs to raise the overall quality and standards.
iv. Grading of ITIs to evaluate their performance.
v. Introduction of new trades & removal of obsolete trades for industry relevance.
vi. Regular up-gradation of training content of ITI curriculum as per industrial requirement
vii. Aligning the course of CTS to National Skills Qualification Framework (NSQF)
viii. Implementation of ‘Dual System of Training’ in ITIs leading to better ITI – Industry linkage.
ix. Training and re-training of ITI Instructors.
x. Up gradation of infrastructure of ITIs through following centrally funded schemes:
a) World Bank assisted Vocational Training Improvement Project (VTIP) /Skills Strengthening for Industrial Value Enhancement (STRIVE).
b) Up-gradation of 1396 Government ITIs through Public Private Partnership (PPP).

(c)& (d) Vocational Training is a concurrent subject under the Constitution wherein the Central Government is entrusted with the responsibility of formulation of policy, laying down training standards, norms. New ITIs (Govt./Pvt.) are setup under administrative control of concerned State Directorate/Union Territory.
Ministry of Skill Development and Entrepreneurship has formulated following schemes for setting up of new ITIs:

1. Enhancing Skill Development Infrastructure in North Eastern States and Sikkim: The scheme inter alia supports establishment of 22 new ITIs. The detail may be seen at Annexure II.
2. Skill Development in 47 Districts Affected by LWE: The scheme inter alia supports establishment of 47 ITI in 47 districts affected by Left Wing Extremism (LWE) including 1 ITI in Madhya Pradesh. The detail may be seen at Annexure III.
