Question : Public Procurement Policy

(a) whether the Government has a Public Procurement Policy for Micro, Small and Medium Enterprises (MSMEs) under which a minimum share of 20 per cent of the total purchases made by Central Ministries/Departments/PSUs has been reserved for MSMEs;

(b) if so, the details thereof including the percentage of total procurements made from the MSMEs and SC/ST/OBC owned MSMEs during the current year;

(c) whether the same policy is applicable to the companies having foreign direct investment in retail sector and if so, the details thereof and if not, the reasons therefor; and

(d) the steps taken by the Government to enforce proper implementation of the said policy in the country?

(a): Yes, Madam.

(b): The procurement details for the current financial year i.e. 2015-16 is not available.

(c): The Public Procurement Policy for Micro and Small Enterprises (MSEs) Order 2012, as implemented by the Ministry of MSME is applicable to all Central Ministries/ Departments/CPSUs and they are mandated to procure the requirements as per the norms laid down in the Policy from registered MSEs.

(d): The steps taken by the Government to enforce proper implementation of Policy include:-
i. Organizing Vendor Development Programmes (VDP).
ii. Grievance Cell and created web enable platform for redressal of grievances.
iii. Penalty Provision for CPSUs for non compliance of Public Procurement Policy.
iv. One to one meetings with different CPSUs/Railway Board etc.
