Question : Prime Minister's Employment Generation Programme

(a) whether the Government has achieved the objectives of implementing the Prime Minister''s Employment Generation Programme (PMEGP) in the country;

(b) if so, the details thereof along with the number of persons including women entrepreneurs benefitted so far under the said programme, State/UT-wise;

(c) the details of the funds provided by the Government under the said programme along with its utilization reported by the implementing agencies during the last three years, State/UT-wise;

(d) whether the cases of irregularities/corruption in implementing the said programme have come to the notice of the Government during the said period;

(e) if so, the details thereof and the present status of such cases, State/UT-wise; and

(f) the other steps taken by the Government for effective implementation of the said programme across the country?

(a)&(b): Government in the Ministry of Micro, Small and Medium Enterprises has been implementing a credit-linked subsidy programme named Prime Minister’s Employment Generation Programme (PMEGP) since 2008-09 with Khadi and Village Industries Commission (KVIC) as nodal agency at the national level. The main objective of PMEGP is to generate self-employment opportunities in rural as well as urban areas through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth.

Since inception and upto 31.10.2016, the Scheme has been able to provide employment opportunities to 33.14 lakh persons through setting up 3.97 lakh enterprises and utilized margin money subsidy of Rs.8005.72 crores. The State/UT-wise detail of the number of persons including women entrepreneurs benefitted so far under the said programme is given at Annexure I.

(c): The allocation of margin money subsidy which is treated as target as also the achievements in term of the margin money subsidy utilized, the corresponding number of projects assisted and estimated employment generated under PMEGP in the States/UTs is given at Annexure II.

(d)& (e): Under PMEGP Scheme, complaints have been received from applicants regarding rejection of their loan applications by banks.

(f): The following steps have been taken by the Government for effective implementation of the said programme across the country:

• To bring in transparency in implementation of PMEGP scheme as well as to create data base of PMEGP beneficiaries, online PMEGP web portal has been introduced w.e.f. 1st July, 2016.

• Publicity is being made through awareness camps, exhibitions, print and electronic media about PMEGP scheme at District level and State level for the benefit of Rural and Urban areas.

• An MoU has been signed between KVIC & RSETI to conduct EDP training through Departmental Training Centres as well as RSETIs/RUDSETIs.

• Industries such as Khadi, processing of Pashmina Wool, handloom, power loom units and transportation activities are now eligible for funding under PMEGP.

• An online grievance handling system for PMEGP is set up to provide prompt and online redressal.

• To increase the registration of MSMEs in the country, the Government has undertaken measures that the PMEGP units can adopt the Udyog Aadhar Memorandum (UAM) to register online for filing for industrial land application for credit, pollution clearance etc.
