Question : PANCHAYAT ELECTIONS



(a) whether a Legislation was enacted to provide Administrative and financial powers to Panchayats two years ago;

(b) if so, the extent to which this Legislation has been implemented, so far, State-wise;

(c) the names of States who have failed to hold the Panchayat elections in time so far; and

(d) the names of the States where State Finance Commission has been set up and have submitted their reports, State-wise?

MINISTER OF RURAL DEVELOPMENT (SHRI SUNDAR LAL PATWA)

(a): No Sir. The Constitution (73rd Amendment) Act, 1992 and Panchayats (Extension to Scheduled Areas) Act, 1996 (Act 40 of 1996) are the legislations providing for administrative and financial powers to Panchayats.

(b): Does not arise.

(c): All States except Assam, Arunachal Pradesh, Bihar, Pondicherry and NCT of Delhi have held the first round of Panchayat elections. As regards the Panchayat elections in Schedule V areas, the first round of elections have been held in all the States except Andhra Pradesh and Bihar.

(d): A statement is appended.
