Answer given by the minister

MINISTER OF THE STATE IN THE PRIME MINISTER`S OFFICE AND MINISTER OF THE STATE IN THE MINISTRY OF PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS (SHRI PRITHVIRAJ CHAVAN)

(a) & (b): The Administrative Reforms Commission in the Seventh Report titled `Capacity Building for Conflict Resolution: Friction to Fusion` has, inter alia, recommended that the Multipurpose National Identity Card (MNIC) project needs to be taken up on a priority basis. The Commission has opined that it would provide a user friendly interface between the citizen and the government and would function as a deterrent for future illegal immigration.

The Citizenship Act,1955 has been amended in 2003, making it compulsory for registering every citizen of India and issuing national identity card to him.The Government has already set up a UID Authority of India which would undertake this task.
