Question : UNSPENT AMOUNT OF FLAGSHIP PROGRAMMES



(a) details of the allocation currently made for the various flagship programmes of the Government and the time specified vis-a-vis physical and financial achievement made as on date, programme-wise;

(b) whether a huge amount of money lying unspent in those flagship programmes;

(c) if so, the details of the amount lying unspent along with the reasons therefor, programme-wise; and

(d) the steps taken or proposed to be taken in the matter?

(a): The programme-wise details of fund allocation and releases to States/UTs for the various flagship programmes during 2011-12 to 2014-15 are given in the Annexure- I. Based on physical performance, releases to States are made by the concerned administrative central ministries/ departments. Physical achievements/progress of the Flagship programmes is given at Annexure- II.

(b) & (c): No Madam. As given in annexure-I, while some schemes namely MGNREGA, NHM, NBA, PMGSY, AIBP, IWMP,SSA, MDM, RKVY, IAY, NRLM and JNNURM have lower expenditure as compared to budgetary provision, in some schemes like ICDS, NSAP, BRGF, RGPSY and NRDWP, expenditure have exceeded the budgetary outlays necessitating additional fund at RE stage. However, on the whole, the release of central assistance in 17 flagship schemes in the last three years has been 90%, 77% and 76% respectively of the budgetary provisions made in these schemes.

(d): In order to further improve the quality of implementation of these schemes, the Cabinet has approved the proposal of Planning Commission in its meeting on 20.6.2013 for restructuring of Centrally Sponsored Scheme, which inter-alia include:

(a) Restructure the existing CSS/ACA Schemes in the Twelfth Five-Year Plan into 66 Schemes, including Flagship Programmes.

(b) At least 10% of outlay of CSS be kept as flexi fund which may be used for funding innovations or taking up the activities/projects which even though not strictly as per the guidelines of the scheme, serve the broad objective of a scheme.

(c) Provision for introduction of State Specific guidelines in a scheme.

(d) Further it has also been approved that in each new CSS/ACA/Flagship scheme, at least 25% of funds may be contributed by the General Category States and 10% fund by the Special Category States including States of J&K, Himachal Pradesh and Uttarakhand, and

(e) The Budget provisions of these schemes would be provided to the Administrative Ministry and it has also been mandated that central fund in a scheme would flow to the States through Consolidated Fund of States.
