Question : Renewal of Indian Museums

(a) whether the Government has proposed any strategic partnerships between Indian and Global museums in order to draw a masterplan for renewal of Indian museums to make them truly world-class;

(b) if so, the details thereof;

(c) the number of museums in India along with the share of funds received by the States to develop museums, State-wise;

(d) whether the Government has organised any Global Summits on the creation of a blueprint for the development of new museums, or to nurture a renewal framework, or to reinvigorate existing museums in India; and

(e) if so, the details thereof?

(a) & (b): As of now, there is no strategic partnership between Indian and Global museums. However, museums under Ministry of Culture namely National Museum, New Delhi; National Gallery of Modern Arts, New Delhi; Indian Museum, Kolkata; Victoria Memorial Hall, Kolkata and National Council for Science Museum, Kolkata have entered into one-to-one collaboration with some International museums for the purpose of training, research, exhibition, curatorial works, etc. The details of one to one collaboration by these museums is at Annexure-I.

(c): State-wise details of financial assistance provided by Ministry of Culture under Museum Grant Scheme and Scheme for Promotion of Culture of Science during last five years are enclosed at Annexure-II & Annexure-III respectively.

(d) & (e): Under the aegis of Azadi ka Amrit Mahotsav, Ministry of Culture organized a two day online event titled ‘Reimagining Museums in India: A Global Summit’ on 15th-16th February 2022 to explore the themes of Architecture and Functional Needs; Management; Collections (including Curation & Conservation practices); Education and Audience Engagement. The Summit brought together domain experts and practitioners in the field of museum development and management from India and abroad to discuss global best practices. The Summit had participation of 29 Speakers from various countries. Approximately 3000 delegates registered to attend this Summit.

Details of one to one collaboration in the field of training, research, exhibition, etc by various Museums under Ministry of Culture

1. National Museum, New Delhi
National Museum has from time to time signed MoU with various foreign museums for mutual exhibitions and cooperation pertaining to exhibitions, curatorial, research and conservation work, etc. Some of such MoUs are:-
i. Hubei Provincial Museum, Wuhan, China
ii. Bangabandhu National Museum, Dhaka, Bangladesh
iii. In addition, a Memorandum of Understanding regarding cooperation between the National Museum, the National Gallery of Modern Art, the Indian Museum Kolkata, the Prussian Cultural heritage Foundation and the Stiftung Humboldt im Berliner Schloss was signed between Government of India & Government of Germany on 01.11.2019.

2. National Gallery of Modern Art (NGMA), New Delhi

During the last five years, NGMA has participated in art expositions that include major international events such as BRICS, SAARC etc. NGMA had participated in one of the oldest and biggest art Biennale, the ‘Venice Biennale’ in May 2019. It also hosts a number of important international art exhibitions at its temporary exhibition gallery, which contributes significantly to the global art scene. Since 2016, some of the incoming exhibitions are with art galleries/museums/cultural institutions of Australia, Israel, Italy, France, South Korea, Slovenia and outgoing exhibitions at art galleries/museums in Portugal and China. The exhibitions are organised under the auspices of the Cultural Exchange Programme.


3. Indian Museum, Kolkata
Indian Museum had entered into a partnership with Goethe Institute/ Max Mueller Bhavan, Kolkata and jointly developed an exhibition titled ‘Responding to Bauhaus Imaginista- Collected Research at the Indian Museum’. This exhibition was opened on 21st November, 2021 and shall continue till 31st March 2022. Similar collaborative photographic exhibition is also being planned with the French Embassy/Institut Francais, as part of the 4th edition of Bonjour India from 28th May to 28th June 2022.

4. Victoria Memorial Hall, Kolkata
i. A partnership with the Royal Albert Memorial Museum in Exeter, UK, for a collaborative research and exhibition project on the natural history of nineteenth-century India (since 2018)
ii. A partnership with the University of Chicago Global Archiving Project for creating an online archive of the music of Indian nationalism (since 2020)
iii. A partnership with the Natural History Museum, London, titled ''Young Minds for a Compassionate World'', for training students of the age group 15-26 in nature photography and then doing an exhibition in November-December 2022.

5. National Council of Science Museum (NCSM), Kolkata

National Council of Science Museum has entered into a partnership with Science Museum Group, London for developing an exhibition titled ‘Hunt for the Vaccine’. This exhibition is being jointly developed by Science Museum Group, London and NCSM and shall be launched in India in November 2022. It may be also appropriate to mention that under similar collaboration with Science Museum Group London, an exhibition titled ‘Superbugs: The End of Antibiotics?’ was launched in September 2019 at National Science Centre, Delhi and the exhibition subsequently travelled to NCSM units located at Mumbai, Bangalore and Kolkata.
