(a): Government has approved Component-I of Plan Scheme ‘End-to-end Computerisation of TPDS Operations’ during the 12th Five Year Plan (2012-17) with the aim & objectives to improve the efficiency of the current system and to address various challenges such as leakages and diversion of foodgrains etc. Component-I of the scheme comprises activities, namely, digitisation of ration card/beneficiary and other databases. The digitization of beneficiary database will help in weeding out the bogus ration cards and better targeting of subsidies. A statement showing the number of ration cards digitised in the country (State wise) is given at Annex-I.

(b): The scheme is being implemented in all States/UTs on cost sharing basis at a total cost of Rs. 884.07 crore, out of which Government of India’s share is Rs. 489.37 crore and States/UTs share is Rs. 394.70 crore. The cost sharing between Centre and States is 90:10 basis for North-Eastern States, whereas for other States/UTs costs sharing is on 50:50 basis. A statement showing the Central share of funds released to States/UTs so far is given at Annex-II.
(c): Government has not received any complaints of irregularities/corruption in implementation of the End-to-end Computerisation scheme.
(d): Central Govt. has also asked States/UTs to opt for any of the two models of Direct Benefit Transfer i.e. Cash transfer of food subsidy into the bank account of beneficiaries or Fair Price Shop (FPS) automation, which involves installation of Point of Sale (PoS) device at FPS, for authentication of beneficiaries and electronic capturing of transactions.
