(a) the details of the trade in organic food items during each of the last four years, item-wise indicating India’s share in global trade in organic foods at present;
(b) whether India’s share in global trade of organic foods is very low despite farming and availability of organic food in the country;
(c) if so, the details thereof along with the reasons therefor; and
(d) the steps taken or proposed to be taken by the Government to increase India’s share in global trade of organic food?

(a) Details of India’s exports of organic products, during the last four years, are at Annexure -I.
(b & c) India’s share in estimated global trade of USD 90 Billion (source: FiBL) is only 0.55%. The reasons for India’s low share are as under:
1) Export of certified organic products has commenced relatively recently. Growth of the sector will take some time;
2) Presently the major export markets are USA, EU and Canada. With opening up of certain new markets, export will increase;
3) Inadequate and inconsistent supply of certified organic products as per market requirements;
4) Unavailability of qualified/trained manpower both with State Government Certification Bodies (CBs) and in private sector CBs;
5) Additional compliance requirements with respect to inspection and certification in major importing countries as well as requirement of product certification by some of the importing countries in addition to process certification;
6) Negligible export in product categories such as value added products, livestock, poultry, apiculture & aquaculture products, animal feed processing & handling, mushroom, aquatic plants, seaweed, greenhouse products, etc.
(d) The promotion of exports of organic products is a continuous process. The newly introduced Agriculture Export Policy provides an assurance that no restrictions will be placed on export of organic products. The Government has introduced national Programme for Organic Production (NPOP) for development of organic sector. The Agricultural & Processed Food Products Export Development Authority (APEDA), an autonomous organisation under the administrative control of Department of Commerce, has been mandated with the implementation of NPOP and export promotion of organic products. APEDA provides assistance to the exporters of organic products under various components of its export promotion scheme.
