Question : Centrally Sponsored Schemes

(a) the details of Centrally Sponsored Schemes including those run by the Non-Governmental Organisations (NGOs) under the Ministry;

(b) whether the existing schemes for providing financial assistance to the NGOs engaged in the welfare of SCs/OBCs and other needy sections of the society have been reviewed recently or proposed to be reviewed and if so, the details thereof

(c) whether the Government has come across financial irregularities by NGOs while implementing Centrally sponsored schemes, if so, the details thereof and the action taken by the Government against such NGOs during the last three years and the current year;

(d) whether the Government proposes to set up a National Panel to check misuse of Government funds by the NGOs; and

(e) if so, the details thereof and if not, the reasons therefor?

(a): The details of Centrally Sponsored Schemes being implemented by this Ministry are given at annexure. No Centrally Sponsored Scheme is run by NGOs.

(b): Under the existing Centrally Sponsored Schemes of the Ministry, financial assistance is not provided to NGOs. However, a central Sector Scheme namely “the Scheme of Grant- in-Aid (GIA) for Voluntary Organizations working for Scheduled Castes” was reviewed recently and revised guidelines were issued on 16.3.2018. As per the revised guidelines, GIA is given only to NGOs for running three types of projects i.e. (i) Residential School, (ii) Non residential School and (iii) Hostel.
(c): Nil, in view of (a) above.
(d) & (e): There is no proposal to set up a National Panel to check misuse of Government funds by the NGOs. However, the projects and schemes of the Ministry implemented by NGOs are monitored through several mechanisms such as :
i) The schemes/programmes are monitored by respective State Governments/ UT Administrations.

ii) Annual inspection of all NGOs is done by the State Governments/ UT administrations.

iii) Mandatory submission of Audited Statement of Accounts and Utilization Certificate duly verified by a Chartered Accountant is required by the grantee organizations.

iv) Surprise inspection of NGOs is done by teams of the Central Ministry.
