(a) & (b) Yes Sir, in the Budget for 2020-21, the Government has announced expansion of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) Scheme to provide financial support for 20 lakh standalone solar pumps and solarize 15 lakh grid-connected pumps.
(c) After approval of the PM-KUSUM Scheme, its implementation guidelines were issued on 22.7.2019 and based on the demand received from the states and considering capacity available for allocation during the year 2019-20, this Ministry has sanctioned following capacities under the three components of the Scheme to different state implementing agencies (SIAs) :
i. Component-A: installation of 1000 MW capacity through small renewable energy based small power plants each of capacity up to 2 MW on barren/uncultivable lands of farmers ;
ii. Component-B: installation of 1,71,070 standalone off-grid solar water pumps; and
iii. Component-C: solarization of 69,008 existing grid-connected agriculture pumps.
Centralised tendering for standalone solar pumps under Component-B of the Scheme has been concluded by Energy Efficiency Services Limited (EESL) and SIAs have started issuing LoA to the empanelled vendors.
Implementation of Component-A and Component-C of the Scheme is at different stages of implementation by the SIAs.
(d) & (e) Under Component-A of PM-KUSUM Scheme farmers can setup small renewable energy power plant on their fallow/barren lands and sell power generated to the grid. So far, this Ministry has sanctioned 1000 MW capacity to different state implementing agencies under this component.
In addition, this Ministry has issued guidelines for development of Decentralised Solar Power Plants, which also provides facilitative framework that enables farmers to set up solar power plants on their fallow/barren lands and sell solar power to the grid.
