Question : UPGRADATION OF QUALITY OF LEGAL PROFESSION



(a) whether Government is aware of the necessity to intervene for the quality upgradation in the legal profession in the country;

(b) the steps taken in this regard;

(c) whether Government would examine the proposal of giving stipend or practicing allowance to the junior lawyers for initial years so as to attract best graduates to the profession; and

(d) if so, by what time final decision in this regard is likely to be taken?

(a) Yes, Madam.

(b) The Government has launched Rajiv Gandhi Advocate`s Training Scheme for motivation and encouragement of young lawyers and to give them professional training. The Bar Council of India, a statutory body, has also informed that they have framed rules for conducting All India Bar Examination to mitigate the problem of standard of legal education as well as to set the minimum standard of practice of law in India and to assess ability to practice by addressing the candidate basic knowledge of law and analytical ability before practicing as an advocate.

(c) &(d) Yes, Madam. It is not possible to indicate any time limit for taking final decision in this regard.
