Question : Integrated Textile Park

(a) the details of textile parks approved and functional under Scheme for Integrated Textile Park (SITP) along with the parks that have been completed so far and the status of the remaining textile parks in the States – Tamil Nadu, Andhra Pradesh and Punjab as on December 31, 2019;

(b) the details of objectives, scope, implementation structure and funding pattern of the Scheme;


(c) whether the SITP has failed to achieve its objectives due to factors like small size of the parks and lack of marketing support from the Government;

(d) the current employment generation in such parks which are functional/operational;


(e) whether the Government has periodically reviewed the progress of the projects under the Scheme, if so, the details thereof; and

(f) whether the Government proposes to launch Mega Textile Parks having minimum land size of 1000 acres, with proximity to seaports, if so, the details thereof?

(a) & (b): The Government is implementing the Scheme for Integrated Textile Park (SITP) which provides support for creation of world-class infrastructure facilities for setting up of textile units, with a Government of India grant upto 40% of the project cost and Government of India grant upto 90% of the project cost for first two projects (each) in the States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim, Himachal Pradesh, Uttarakhand and Jammu & Kashmir; with ceiling limit of Rs. 40.00 crores for each textile park. The GOI grant is released in 3 (three) instalments of 30:40:30 subject to stipulated guidelines. The Special Purpose Vehicle (SPV) formed by the representatives of local industry, Financial Institutions, State Industrial and Infrastructural corporations and other agencies of State and Central Governments registered as a Corporate Body under Companies Act would submit their proposal directly to the Ministry for consideration. Currently, 56 textile parks have been sanctioned under SITP which are under various stages of implementation. Out of which 22 parks have been completed as per scheme guidelines. The details of textile parks under SITP may be seen as per ANNEXURE.
(c): Does not arise in view of above.
(d): In the 56 textile parks sanctioned under SITP, direct and indirect employment to approximately 1,00,000 persons has been generated as on 31.12.2019.
(e): Ministry of Textiles holds periodic review of textile parks with all stakeholders including the State Governments in the Regional Textile Conferences. Ministry recently conducted a stakeholders’ meeting to review the Scheme of Integrated Textile Parks in July, 2019 under the chairpersonship of Hon’ble Minister for Textiles. Apart from this Project Approval Committee (PAC) headed by Hon’ble Minister of Textiles or Secretary (Textiles) are also held on regular intervals.
(f): The concept of Mega Textile Parks by the Ministry of Textiles is at the stage of discussion with various stakeholders.
