Question : OUTSTANDING EXCISE DUTY



(a) the excise duty outstanding at present;

(b) the excise duty realized during each of the last three years;

(c) whether the Government machinery has failed to realize the outstanding excise duty;

(d) if so, the reasons therefor;

(e) the action taken against the persons responsible in this regard; and

(f) the steps taken by the Government to realize the outstanding excise duty?

THE MINISTER OF FINANCE AND COMPANY AFFAIRS (SHRI JASWANT SINGH):

(a) The Central Excise duty outstanding as on 30.9.2002 is Rs. 11,320 crores.

(b) Out of the outstanding amount the Central Excise duty liquidated during the last three financial years is as follows:—

(c) and (d) No Sir, as recovery of outstanding Central Excise duty is an ongoing process. Every year fresh cases are added to the balance outstanding dues as existing are reduced. Therefore, it would not be correct to aver that the Government machinery has failed to realize outstandings.

(e) Action is taken against departmental officers only where it is found that they have deliberately failed to recover any amount of outstanding dues which was otherwise recoverable.

(f) Such administrative and legislative steps are taken as are considered necessary to realize outstanding central excise duty.
