Question : SHORTAGE OF POWER IN JHARKHAND



(a) the details of the shortage of power in Jharkhand;

(b) whether the High Court of Jharkhand has given any direction to the State Government in this regard;

(c) if so, the details thereof;

(d) whether the Government proposes to provide assistance to the State Government to overcome the shortage of power in the State; and

(e) if so, the details thereof?

THE MINISTER OF STATE IN THE MINISTRY OF POWER(SHRI BHARATSINH SOLANKI)

(a) : The State of Jharkhand experienced 460 Million Unit (7.8%) energy shortage and 141 MW (13.0%) peak shortage during the year 2009-10.

(b) & (c) : Hon`ble High Court of Jharkhand in CWJC No.1793/2001, Madhusuddan Mittal vs. Jharkhand State Electricity Board (JSEB) and others, vide order dated 21.12.2009, directed the State Government that `the State Government should take steps to ensure that either the plants of JSEB are repaired or decision is taken to abandon them and to build new power plants. The State Government should immediately float tenders to invite other Government agencies or private licensces to construct Power Plants in State.`

(d) & (e) : The Government of Jharkhand has procured services of Power Finance Corporation Company Ltd. to float global tender for construction of 3x660 MW power plant at Patratu by using the coal of Banhardi coal block allotted to JSEB. The tender has been floated on 26.04.2010.

In addition, Ministry of Power had allocated additional power of 25 MW and 75 MW from unallocated share of Central Generating Stations to Jharkhand on 27th November, 2009 and 23rd January, 2010 respectively to mitigate the shortage of power.
