Question : Houses to Landless BPL Families

(a) the number of houses allotted/being allotted to the people including landless BPL families and economically weaker sections of the society under the Indira
AwaasYojana (IAY) during the last three years and the current year, State/UT-wise;

(b) the details of budgetary allocation made for the purpose during the said period, State/UT-wise;

(c) whether there is any proposal to increase the targets for the construction of dwelling units and if so, the details thereof, State/UT-wise; and

(d) The other measures taken being taken by the Government to meet the targets?

Statement referred to in reply to parts (a), (b), (c) and (d) of the Lok Sabha Starred Question No. 107 for answer on 03.03.2016.

(a): A statement indicating houses allotted to BPL families including landless under Indira AwaasYojana (IAY) during last three years and current year State/UT-wise is given in the Annexure-I.

(b): A statement indicating budgetary allocation under IAY during last three years and current year State/UT-wise is given in the Annexure-II.

(c): IAY is an ongoing allocation based scheme under which funds are allocated to the States and physical targets fixed in accordance with a pre-determined criteria assigning 75% weightage to the housing shortage as per the latest Census data and 25% weightage to the poverty ratio uniformly to all the States across the country. Any increase in target depends on the availability of funds under the scheme.

(d): Monitoring of progress under IAY is done through AwaasSoft which is a comprehensive MIS designed to capture various transactions in the implementation of IAY. States are required to place all data regarding beneficiaries, progress of construction and release of funds including photographs and inspection report on AwaasSoft based on which the Ministry monitors the financial and physical progress of the scheme. In addition the implementation of IAY is reviewed in PRC meetings on quarterly basis, State Coordinating Officers meeting on monthly basis, Area Officer’s visits and National Level Monitors visits.
