Question : RRP in Naxal Affected Areas

(a) whether the Government has given sanction to the Road Requirement Project (RRP) to develop roads in the Naxal affected areas in the country, including Chhattisgarh ;

(b) if so, the details thereof and the number of proposals accepted by the Governments from various State Government, during the last three years and the current year, State-wise;

(c) whether the Government is aware of the problems being faced in the work of construction/maintenance of roads in the Naxal affected areas; and

(d) if so, the details thereof?

(a) Yes madam.

(b) The details of 209 projects sanctioned under Road Requirement Plan(RRP-I) are Annexed.

(c) & (d) Yes Madam. Due to Left Wing Extremism(LWE) activities, the response of
contractors to bidding of works is very poor in Jharkhand & Chhattisgarh resulting in considerable delay in award of works. Also the progress of works is slow primarily due to security concerns and threat from Left Wing Extremists. To remove hurdles in execution of RRP works, this Ministry has requested State Governments to constitute District Level Coordination Committee headed by District Magistrate comprising of District Superintendent of Police, Central Armed Police Forces, State PWD and Contractor to plan and proceed with the area Domination by Armed Forces, in the areas affected by law and order problems.
