Question : Improvement in Skill Development Schemes

(a) the details of the new initiatives started by the Government to bring improvement in the schemes for skill development;

(b) whether the Government proposes to set up more number of institutes for Skill Development in industrial planning sector;

(c) if so, the details thereof along with the State/UT-wise details of the funds sanctioned for this purpose;

(d) whether the Government proposes to include Skill Development as a subject in Universities as well; and

(e) if so, the name of the Universities where the said subject is being included along with the details thereof?

Answer given by the minister

(a) The Government is implementing more than 40 skill development schemes/programmes across 20 Central Ministries/Departments, for providing a variety of skill development training programmes on pan India basis. The Ministry of Skill Development and Entrepreneurship (MSDE) has taken a number of initiatives to bring improvement in the schemes for skill development which includes, inter alia, the following:

(i) The National Policy for Skill Development and Entrepreneurship 2015 was formulated to provide an umbrella framework to all skilling activities including skill development schemes / programmes being carried out across the country;

(ii) The National Skill Development Mission was launched to create convergence across sectors and States in terms of skill training activities;

(iii) Common Norms were notified to bring about uniformity and standardization in implementation of skill development programmes in terms of inputs, processes and outcomes across Central Ministries/departments;

(iv) National Skill Qualification Framework (NSQF) is a competency-based quality assurance framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude;

(v) Owing to the success of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 1.0), the scheme was re-launched as PMKVY 2.0 (2016-2020) with a target to provide skilling to one crore people under Short Term Training (STT), Recognition of Prior Learning (RPL) and Special Project (SP) across the country over four years (2016-2020);

(vi) Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) is an outcome-oriented World Bank supported project focussing on the overall skilling ecosystem covering both Central and State agencies, strengthening institutional mechanisms at both national and state levels, building a pool of quality trainers and assessors, creating convergence among all skill training activities at the state level, establishing robust monitoring and evaluation system for skill training programs etc;

(vii) Skills Strengthening for Industrial Value Enhancement (STRIVE) scheme is a World Bank assisted project launched with the objective of improving the relevance and efficiency of skills training provided through Industrial Training Institutes (ITIs) and apprenticeships;

(viii) Mobilisation/ outreach activities through Kaushal/Rozgar Melas, Skills Career Counselling Scheme etc.

(b) & (c) Directorate General of Training, MSDE through the Craftsman Training Scheme provides industry relevant skill training through a network of 15,510 Industrial Training Institutes (ITIs) across the country. Further, DGT has formulated a scheme on ‘Upgradation of existing Government ITIs into Model ITIs’ to evolve an institution showcasing best practices, efficient and high quality training delivery and sustainable and effective industry relationship in states. The details of fund released are at Annexure I. The scheme ‘Skill Development in 47 Districts affected by LWE’ inter-alia envisages establishment of 47 new Industrial Training Institutes (ITIs) @ 1 ITI per district in 47 Districts and 68 Skill Development Centres (SDCs) @ 2 SDCs per district in 34 districts of 10 States. The details of fund released are at Annexure II. Under the scheme on ‘Enhancing Skill Development Infrastructure in NE States’, 34 new ITIs to be established along with 22 existing Government ITIs to be upgraded. The details of fund released are at Annexure II.

(d) & (e) MSDE does not have any proposal at present to include Skill Development as a subject in Universities. However, MSDE through National Skill Development Corporation (NSDC) is supporting University Grant Commission for three schemes namely Community College, Bachelor of Vocational course (BVOC) & Deen Dayal Upadhyaya (DDU) Kaushal Kendras which are being introduced in different colleges and universities.
