Question : ACTION AGAINST ARMY OFFICER



(a) whether the Narcotics Control Bureau had seized heroin bearing Pakistani marking worth crores of rupees from South Delhi;

(b) if so, the details in this regard;

(c) whether any investigation has been made in this matter;

(d) if so, the outcome thereof;

(e) whether the Wing Commander had leaked air force secrets to the US agency for huge sums;

(f) if so, the other main allegations found against him; (g) Whether it is very serious and sensitive Issue; (h) Whether keeping it in view the Government have handed over or propose to hand over this case to C.B.I.; (i) if so, the details thereof; and (j) the action proposed to be taken by the Government to maintain secrecy of the highly sensitive documents in the interest of the nation?

(a), (b), (c) & (d) : Yes, Sir. The Narcotics Control Bureau had made the following seizures of heroin bearing Pakistani marking from South Delhi:

1) On the intervening night of 21/22.12.99, officers of Narcotics Control Bureau, Delhi Zonal Unit intercepted a truck on National Highway No.8 near Delhi. 77 packets containing 77 Kgs. of Heroin were recovered from the truck. The packets bore Pakistani markings. Two persons were apprehended at the spot. Three Indians, two Afghans and one Nigerian were arrested in this case.

2) On 30.7.99, officers of Narcotics Control Bureau, Delhi Zonal Unit seized 6 Kgs. of heroin out of which 1.6 Kg. was in powder form and 17.7 Kgs. was water mixed heroin (4.4 Kg. heroin) from a house in Vasant Vihar. A Nigerian national was arrested in this connection.

3) On 17.6.99, officers of Narcotics Control Bureau, Delhi Zonal Unit, on receiving information from Customs Authorities of Amritsar, searched a residential premises at Sriniwaspuri, New Delhi. The search resulted in seizure of 750 gms. Of heroin and Indian currency Rs.3,46,000/-, US $ 3400, Pak currency Rs.328/- and Nepali currency Rs.34/-. Four Nigerians including one woman were arrested.

(e) : No Wing Commander is involved in the above mentioned cases.

(f), (g), (h) & (i): Does not arise in view of the reply to part (e)above.

(j) : Government of India takes all precautions to maintain secrecy of the highly sensitive documents as per the security manual issued by the Ministry of Home Affairs.
