Question : SVAMITVA Scheme in Kerala


(a) whether Survey of Villages Abadi & Mapping with Improvised Technology in Village Areas (SVAMITVA) scheme is being implemented in Kerala;

(b) if so, the details of each project implemented in Kerala with their respective names; and

(c) the details of funds allocated to these projects in Kerala during the last three financial years?

(a) and (b) The Central Sector Scheme, SVAMITVA, aims to provide the ‘Record of Rights’ to village household owners possessing houses in inhabited areas (Abadi) with issuance of legal ownership rights (Property cards/Title deeds). Under the scheme, the land parcels in rural inhabited area of all the villages, called Abadi in some States, are surveyed. It is being implemented with the collaborative efforts of the Ministry of Panchayati Raj, Survey of India (SoI), State Revenue Department, State Panchayati Raj Department and National Informatics Centre. States need to sign Memorandum of Understanding (MoU) with SoI for implementation of the scheme. So far 31 States/UTs, including the States of Kerala, have signed MoU with SoI. As far as the State of Kerala in concerned, the MoU was signed between the Survey of India and the State Government of Kerala on 20th April 2021. So far, the drone flying has been completed in 51 villages of 13 districts of Kerala. The details are attached at Annexure.

(c) Under the scheme, funds to Survey of India are provided for two components – Large Scale Mapping (LSM) using drones and establishment of Continuous Operating Reference Station (CORS). Funds on limited scale are also provided directly to States for Information, Education, Communication (IEC) and setting up of State Project Monitoring Unit (SPMU). The Survey of India has been released funds to the tune of Rs. 63.84 lakh for LSM and Rs. 6.72 crore for establishing 28 CORS in Kerala.
