Question : RELEASE OF FUNDS



(a) whether the Union Government has proposed to link the release of funds to implementation of its various schemes on the basis of powers passed on to the panchayati raj institutions by the respective State Governments;

(b) if so, the details thereof and the reasons therefor;

(c) whether any State Government has opposed such proposed move by the Union Government; and

(d) if so, the details thereof?

(a) & (b) No Madam. However, as per guidelines of the Scheme of Rajiv Gandhi Panchayat Sashakti- karan Abhiyan (RGPSA), from 2014-15 onwards, the 20% of the share of the Central Government would be based on the extent to which a State shows progress on goals stated in its action plans. Accordingly, the performance of the States which submitted Annual Plans 2014-15 was got assessed accordingly through teams of Experts, with regard to the financial assistance as and where provided to them for their Annual Plan of 2013-14. The reports of the teams of Experts were shared with the Central Exe- cutive Committee (CEC) of RGPSA.

(c) No State Government has opposed the above mentioned guidelines of the scheme of RGPSA.

(d) Does not arise.
