(a): Government of India implemented the Basic Services to the Urban Poor (BSUP) & Integrated Housing and Slum Development Programme (IHSDP) components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and Rajiv Awas Yojana (RAY) including Affordable Housing in Partnership (AHP). No year-wise targets were fixed under these Schemes. As on date, a total of 13,92,589 Dwelling Units have been sanctioned under these Schemes, of which 9,95,504 Dwelling Units have been completed.
A total of 1,19,987 Dwelling Units have been completed during
2014-15.
(b): Government of Maharashtra has requested the Government of India for a comprehensive policy for rehabilitation of slums on lands belonging to the Government of India. In the “Pradhan Mantri Awas Yojana- Housing for All (Urban)” Mission launched on 25.6.2015, which provides assistance to States/UTs including the State of Maharashtra, “in-situ” slum rehabilitation using land as a resource with private participation for providing houses to eligible slum dwellers is an important component of the Mission. Central government land owning agencies can undertake “in-situ” slum redevelopment on their lands occupied by slums by using it as a resource for providing houses to slum dwellers and may seek central funding as per Mission Guidelines.
(c) to (e): Housing and Slum are State subjects. The Mission guidelines, however, provide that the States/UTs may decide whether the houses constructed under the ‘in-situ” slum redevelopment component of the Mission will be allotted on ownership rights or on renewable, mortgageable and inheritable leasehold rights with suitable restrictions on transfer of houses.
(f) & (g): Pursuant to the launch of PMAY-HFA (Urban) mission, this Ministry has written to the State Governments and Central Government land owning Ministries/Departments to explore the possibilities of rehabilitation of slums on their land and seek central assistance under its Scheme. Concerned land owning agencies are expected to work in coordination with the State Governments / UTs / ULBs, and design suitable solutions to redevelop/relocate the slums.
