Question : National Creche Scheme


(a) whether the Government is implementing the National Creche Scheme for the children of working mothers, if so, the States that are implementing the scheme;
(b) whether the Government has achieved the objective for which this scheme has been launched and if so, the details thereof;
(c) the number of women working in the unorganized sectors of the country particularly in the backward areas for whom the facility of childcare homes is made available as on date;
(d) whether there is any proposal to convert Anganwadi Centres into day care-cum-creches and if so, the details thereof and the steps taken by the Government in this regards;
(e) whether any assessment of the need for more day care centres has been undertaken, if so, the details and the outcome thereof; and
(f) whether the proposals from Maharashtra and Tamil Nadu State are pending with the Union Government for release of funds for day care centres, if so, the details thereof and the action taken thereto?

(a) to (c): Ministry of Women and Child Development is implementing the National Crèche Scheme as a Centrally Sponsored Scheme through States/UTs with effect from 01.01.2017 to provide day care facilities to children (age group of 6 months to 6 years) of working mothers with the following objectives: (i) To provide day-care facilities for children (6 months to 6 years) of working mothers in the community; (ii) To improve nutrition and health status of children; (iii) To promote physical, cognitive, social and emotional development (Holistic Development) of children; and (iv) To educate and empower parents /caregivers for better childcare. As on 17.03.2020, 6453 creches are functional across the country. Details of functional creches under the scheme in the States/UTs is at Annexure-I. Facility of child care through creches is available to all women including the women in backward areas working in unorganized sector.

(d) Presently there is no such proposal.

(e) As per National Creche Scheme guidelines, the concerned States/UTs undertake an analysis of the requirement of crèche services at the district level based on a survey and proper mapping of the existing creches so as to assess the demand of creches in the State/UT.

(f) No proposals from the State Government of Maharashtra and State Government of Tamil Nadu for fresh release of funds are pending under the National Creche Scheme.
