Question : Housing for all vis-a-vis PMAY

(a) whether the Government had launched the Pradhan Mantri Awas Yojana (PMAY) in November, 2016 with the objective of providing pucca (permanent) houses to 2.95 crore rural households by2022;

(b) if so, whether the Government’s target of achieving “housing for all” by 2022 has become unlikely, with new surveys recommending an additional 3.54 crore prospective beneficiaries over the originally estimated 2.95 crore;

(c) if so, the facts in this regard;

(d) whether the Government has verified the number of identified beneficiaries by the State Governments;

(e) if so, the details thereof;

(f) whether the Government is considering to extend the target date for achieving housing for all;

(g) if so, the details thereof; and

(h) the details of people benefited in Bundelkhand from Pradhan Mantri Awas Yojana during the last five years?

(a): Yes sir.

(b) to (g): To achieve the objective of “Housing for All” by 2022, the erstwhile rural housing scheme Indira Awaas Yojana has been restructured into Pradhan Mantri Awaas Yojana - Gramin (PMAY-G) with effect from 1st April, 2016 and the target set under PMAY-G is based on the Socio Economic Caste Census (SECC) 2011 data. To capture those households who are not included in the Permanent Wait List (PWL) of PMAY-G but fulfil the eligibility criteria, Ministry of Rural Development had developed a mobile application (Awaas+) to capture the details of such households alongwith the geo-tagged photograph of their present dwelling.

The data captured through Awaas+ by the States / UTs is under scrutiny / verification.

There is no proposal to extend the deadline for construction of 2.95 crore houses under PMAY-G.

(h): Year-wise number of houses constructed under IAY/ PMAY-G in 13 districts of Bundelkhand region in last 5 years is at Annexure I .The details of beneficiaries provided assistance under IAY/ PMAY-G for the past 5 years, i.e. 2014-15 to 2018-19 are available on A2 report of AwaasSoft at website https://.rhreporting.nic.in. The data is drillable till beneficiary level in Village/GP for all the States/UTs.
