Question : Procurement of Goods and Services by CPSE


(a) the total procurement of goods and services by each Central Public Sector Enterprise (CPSE) during the last three years, year-wise;
(b) the value of goods and services procured under the Public Procurement Policy, 2012 during the said period in each CPSE;
(c) the status of procurement under this policy from MSEs owned by OBCs/SCs/ STs and non-SCs/STs during the said period by each CPSE; and
(d) the reasons for non-compliance, if any, of the policy?

(a) to (d): The Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012 is administered by M/o of Micro, Small and Medium Enterprises (M/o MSME). M/o MSME has launched ‘MSME SAMBANDH’ Portal to monitor the progress of procurement from MSEs including the enterprises owned by SCs/STs and women by the Central Ministries/ Departments and Central Public Sector Enterprises (CPSEs). The details of procurement made by CPSEs furnished by M/o MSME as uploaded by the CPSEs on the portal during the last three years are as under:

The CPSE wise yearly details are given in Annex. Data on procurement made from MSEs owned by OBCs is not available under the Public Procurement Policy for Micro & Small Enterprises Order, 2012, as issued under the Micro, Small and Medium Enterprises Development Act, 2006.

The CPSEs are complying with the Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012, as the overall procurement from MSEs during the last FY 2019-20 has been 30.94% which is more than the 25% prescribed under the said Policy.
