STATEMENT AS REFERRED IN REPLY TO PARTS (a) to (f) OF THE LOK SABHA UNSTARRED QUESTION NO. 3176 DUE FOR ANSWER ON 10.12.2002 REGARDING `TECHNOLOGY BUSINESS INCUBATORS`.
(a) Out of the three institutions approved for setting up of TBI in the year 2001-2002, only CDC-RV TIFAC, Bangalore was given financial assistance amounting to Rs. 30 lakhs in the year 2001-2002.
(b & c) The capabilities in R & D and entrepreneurship area of the institutions willing to set up TBIs are assessed by a National Level Committee comprising of eminent scientists, academicians, technical, financial and other relevant experts. The Committee was satisfied with the capabilities of these institutions in the area of activities proposed.
The year of establishment of the institutions, approved for setting up TBIs in the year 2001-2002 are given below:

(d) The factors taken into consideration for sanctioning the financial assistance to set up Technology Business Incubators in an institution are as follows:
+ The institutions should be a source of knowledge and technology/ should have formal links with such institutions
+ Strong commitment and willingness of the institution
+ Facilities and expertise available in the parent institute
+ Entrepreneurship culture and industrial milieu in the region
+ Track record of R& D work and/or its commercialization
+ Proximity and linkages with the other R&D institutions and other agencies
+ Availability of land and building
(e) The institutions not provided financial assistance were informed about the reasons for rejection of their case.
