Question : Hostels in Kendriya Vidyalayas

(a) whether the Government proposes to provide hostels facility in the Kendriya Vidyalayas in the country;
(b) whether the performance of the students studying in the schools under the State Government is not good at the national level examination due to poor condition of these schools; and
(c) if so, the alternative arrangement made so far by the Government and the details of the arrangement for providing better education facility to the children of labourers, farmers, small traders in the country?

(a) No such proposal is under consideration of the Government at present.
(b) & (c): The National Council of Educational Research and Training (NCERT) conducts periodic national surveys of learning achievement of children in grades III, V, VIII and X. Four rounds of such National Achievement Survey (NAS) reveal improvement in learning achievement levels of pupils, in identified subjects in grades III, V & VIII from first round to fourth round. In respect of grade X only first round of survey has been conducted.

The Right of Children to Free and Compulsory Education (RTE) Act, 2009 provides that every child in the age group of 6 to 14 years shall have a right to free and compulsory education in a neighbourhood school till completion of elementary education. The Centrally Sponsored Scheme of Sarva Shiksha Abhiyan (SSA) provides assistance to State Governments / UT administrations to ensure quality and inclusive elementary education for all children for the said age group.
