(a) whether elections of Panchayati Raj Institutions (PRIs) after the 73rd Constitutional Amendment have been completed in all the States;

(b) if so, the details thereof; and

(c) if not, the reasons therefor?

(a) to (c) Panchayat, being “Local Government”, is a State subject and part of State list of Seventh Schedule of Constitution of India. Mandate for setting up of Panchayats is provided by Article 243 in Part IX of the Constitution of India. Accordingly the Panchayats are setup and operate through the respective State Panchayati Raj Acts. Article 243K of the Constitution of India empowers the State Legislatures to make laws regarding Panchayati Raj elections. Accordingly, Panchayat Raj elections are to be conducted every five years, under the overall superintendence, direction and control of the State Election Commission. Generally the elections to Panchayati Raj Institutions (PRI) are held as per schedule in Part IX States, wherever the elections are delayed or not held are mainly due to court cases, delimitation process etc. As per information available with Ministry, the details of States where Panchayat Elections are due are given at Annexure.
