(a) whether the National Capacity Building Framework envisages upgradation of knowledge and skills of the elected representatives of panchayats and their officials so as to enable them to perform their responsibilities in a better way and make them more effective technical advisors; and

(b) if so, the details thereof alongwith the funds sanctioned and spent under this Scheme during the last three years and the current year, year-wise and State-wise including Kerala ?

(a): Yes, Sir. The National Capability Building Framework provides a framework for regular training of elected representatives, officials and other stakeholders in the Panchayati Raj, to enable them to perform their functions effectively. This Framework is being implemented by the States (Panchayati Raj being a State subject). Ministry of Panchayati Raj provides financial assistance under the Capacity Building (CB) component of the Backward Regions Grant Fund (BRGF) and the Rashtriya Gram Swaraj Yojana (RGSY).

(b): Details of funds released and spent under BRGF (CB) and RGSY programme during the last three years and the current year, year-wise and State-wise including Kerala are given in Annexure-I and II.
