Question : Norms for Inspection of NHs

(a) whether any norms have been laid down for checking/testing/inspecting of construction materials/work of the National Highways;

(b) if so, the details thereof;

(c) whether any irregularities have been found by the inspecting teams during each of the last three years; and

(d) if so, the details thereof along with the action taken by the Government against the guilty, State-wise?

(a) & (b) All National Highway projects are constructed as per quality standards specified in Indian Roads Congress (IRC) / Ministry of Road Transport & Highways (MoRT&H) specifications. National Highways are regularly inspected and tested for quality of construction materials/work by the Supervision Consultants/Independent Engineers/Authority Engineers, quality auditors and officers of the implementing agencies namely, National Highways Authority of India, State Public Works Departments, and Border Roads Organization including officers of the Ministry.

(c) & (d) Complaints regarding irregularities in construction materials/work on National Highways, whenever received, are examined and corrective actions are taken immediately as per extant policy and in accordance with the provisions of the contract agreements to rectify them under supervision of Supervision Consultant/Independent Engineer/Authority Engineer. Action on the cases under investigation depends on the outcome of the investigations.
