Question : Jagdishpur-Haldia Gas Pipeline Project

(a) whether the Government proposes to finance the gas grid network from Jagdishpur-Haldia-Bokaro-Dhamra gas pipeline project to push gas supply to eastern region, if so, the details thereof;
(b) the benefits likely to accrue to various States therefrom along with the details of funds made available and utilised for laying the said gas pipeline Project, agency and State/UT-wise;
(c) whether the said project proposes to connect the eastern part of the country with the National Gas Grid network and if so, the details thereof and the time by which the work on the said gas pipeline is likely to be started; and
(d) the status of the project along with the further steps taken to expedite the execution of the project?

(a): Yes, Madam. The Government of India has taken a decision to provide a capital grant of Rs.5176 crore (i.e. 40% of the estimated capital cost of Rs.12,940 Crore) to GAIL for development of Jagdishpur-Haldia/Bokaro-Dhamra Gas Pipeline (JHBDPL) project, popularly known as the “Pradhan Mantri Urja Ganga” of Eastern India. This project will ensure the availability of clean and eco-friendly fuel, i.e. natural gas to the Eastern part of the country. The approved year-wise capital grant details are as under:

(b): JHBDPL will ensure the supply of Natural Gas to the industrial, commercial, domestic and transport sectors in the States of Uttar Pradesh, Bihar, Jharkhand, Odisha and West Bengal. The details of the districts and the villages of these States to be covered by JHBDPL project are as under:

This Capital Grant will encourage the supply of eco-friendly fuel at affordable tariffs to industries and will encourage industrial development in these states. Further, GoI has decided simultaneous development of City Gas Distribution (CGD) networks in cities namely Varanasi, Patna, Ranchi, Jamshedpur, Bhubaneswar, Kolkata, Cuttack etc. en-route of the project. It will bring clean cooking fuel at the door step of Domestic households as well as provide clean fuel to transport sector in the eastern region. Government had earlier approved revival of three Fertilizer Units (i.e. FCIL- Gorakhpur, HFCL- Barauni and FCIL-Sindri) along the route of this pipeline project. On revival, these units will be the major gas customers for this pipeline project. GAIL is the project implementing agency of this pipeline project and the Capital Grant of Rs 5,176 Crore will be provided to GAIL only. This Grant will be met through the Cess collection under the Oil Industry Development Act, 1974. So far GAIL has
made the financial commitment of Rs.1493 crore for the development of JHBDPL project in the State of Uttar Pradesh and Bihar.
(c): Yes Madam, the JHBDPL project would connect the eastern part of the country with the National Gas Grid. GAIL has already commenced the construction activity in the State of Bihar (Patna & Barauni Section) on September 15, 2015. The entire pipeline project is scheduled to be completed by December, 2020.
(d): This project implementing agency, i.e. GAIL has completed the survey work for the entire project. In order to acquire the Right of User (RoU) land for pipeline development in the State of Uttar Pradesh and Bihar, Government has published the notification for about 755 Km under Section 3(i) and 425 Km under Section 6(i) under Petroleum & Mineral Pipelines (PMP) Act, 1962. Awards for all major supplies (line pipes, line material etc.) and laying works for Phulpur to Dobhi(Gaya) and Dobhi to Patna/Barauni section completed. GAIL commenced the construction work on 15th September 2015 on Patna & Barauni Section in the State of Bihar. About 41 km welding work and 19 km of pipeline lowering work completed so far in this section. Further, the construction work in the State of Uttar Pradesh has also been commenced on 24th October 2016. On the same day, Hon’ble Prime Minister laid the foundation stone for the development of Varanasi City Gas Distribution (CGD) network which will enable the supply of natural gas to the domestic households, industrial & commercial premises as well as Compressed Natural Gas (CNG) for Transport sector in Varanasi.
