Question : SKILL DEVELOPMENT OF YOUTH



(a) whether the Government has decided to set up training centre under a national level scheme in the rural areas of the country;

(b) if so, the places where these training centres are likely to be set up;

(c) the details of the eligibility criterion fixed for the admission of youth in these centres; and

(d) the details of the traditional industries of the country for which the rural youth would be imparted training in these training centres?

(a)&(b) Yes, Madam. Under the National Rural Livelihoods Mission, the Government has decided to set up one Rural Self Employment Training Institute (RSETI) per district for enabling rural youth to take up self employment ventures. These are bank led institutes in which Central Government gives Rs. 1 crore as infrastructure grant, the State Government gives land free of cost or at nominal cost and the banks are responsible for day to day functioning. The Government of India also reimburses the cost of training poor youth by these RSETIs. State-wise number of RSETIs established by the banks and the numbers yet to be established is given in Annexure-I.

(c) Rural poor youth in the age group of 18-45 having basic knowledge/ skill in the chosen training programme are eligible for RSETI training programmes.

(d) The Rural Self Employment Training Institutes (RSETIs) organize more than 200 short duration training programmes ranging form 7 to 45 days covering Agriculture and Allied Agriculture activities, process, product and General Entrepreneurship Development Programmes across all States/Union Territories, as per details given in Annexure-II.
