Question : IRREGULARITIES IN CENTRAL UNIVERSITIES INSTITUTES



(a) the details of complaints received by the Government regarding corruption/irregularities in the Central Universities and Central Educational Institutes in the country during each of the last three years and the current year, University, Institute-wise;

(b) whether any investigation has been conducted by the Government in this regard and if so, the details and the outcome thereof, University and Institute-wise;

(c) the action taken against those found guilty; and

(d) the remedial steps taken/to be taken by the Government to check such corruption/irregularities in future?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 517 TO BE ANSWERED ON 13.8.2014 ASKED BY SHRI RAM KRIPAL YADAV and SHRIMATI JAYSHREEBEN PATEL, HON’BLE MEMBERS OF PARLIAMENT, REGARDING IRREGULARITIES IN CENTRAL UNIVERSITIES/INSTITUTES.

(a): The details of complaints received and the action taken by the University Grants Commission/Ministry of Human Resource Development (MHRD) regarding corruption/irregularities in the Central Universities in the country during each of the last three years and the current year, university-wise, is at Annexure-I. The details of complaints in respect of Centrally Funded Technical Institutions (CFTIs) are at Annexure-II.

(b) to (d): Central Universities are autonomous bodies each established through an Act of the Parliament and governed by the relevant Acts, Statutes and Ordinances. All the Central Universities are competent to take decisions on academic and administrative matters including suspension or termination of its employees. The relevant Statutes and Ordinances also provide a mechanism of appeal/arbitrations against any decisions taken by an authority of the University, if the person aggrieved by the decision finds the order unreasonable. All the Central Universities under the control of Ministry of Human Resource Development, have also initiated the process of appointing Chief Vigilance Officers (CVOs). The Annual Accounts and Annual Reports of all Central Universities are placed in Parliament from time to time. In addition independent audit of the institutes is conducted which also serves as a preventive measure against corruption and irregularities.
During the last three years and current year, the UGC has reported that it has appointed Fact Finding Committees to look into the irregularities in case of Central University of Jharkhand, Central University of Allahabad and University of Delhi (DU). The Ministry of Human Resource Development (MHRD) has also constituted Fact Finding Committees in case of irregularities in Banaras Hindu University (BHU), Pondicherry University and Indian Institute of Information Technology (IIIT), Allahabad and National Institute of Technology (NIT), Agartala. The findings of Fact Finding Committee of UGC in respect of Allahabad University have been sent to the University for taking further necessary action. In the meantime, Dr. A.K. Singh, Vice Chancellor of Allahabad University has resigned on 28.7.2014.
The Fact Finding Committee of UGC has found irregularities in case of Central University of Jharkhand and the same has been forwarded to CBI for taking necessary action. MHRD has also referred another complaint against former Vice Chancellor and others of Central University of Jharkhand to CBI for investigation.
The Fact Finding Committee of NIT, Agartala, recommended initiating disciplinary action against Prof. P.K. Bose (Ex-Director).
Fact Finding Committees constituted for Banaras Hindu University (BHU), University of Delhi (DU), Pondicherry University and IIIT, Allahabad have yet to submit reports.
Central Bureau of Investigation (CBI) has registered cases against former Vice Chancellor of Dr. Hari Singh Gour Vishwavidayala, Sagar, and it has also registered a case against senior officials of Mahatma Gandhi Antarrashtriya Vishwavidayala, Wardha. An inquiry was also conducted by CBI against the officials of Indian Institute of Management, Bangalore, and major penalty proceedings were recommended.
