Question : Financial Assistance for Safe Drinking Water

(a) the criteria fixed by the Government for providing financial assistance for safe drinking water;
(b) the details of the proposals pending in this regard till date, State-wise;
(c) the details of projects implemented across the country for providing safe drinking water to all, State-wise;
(d) whether sewage water treatment plants have been established in the country;
(e) if so, the details thereof; and
(f) the funds released and spent on safe drinking water projects in the country including all the districts of Rajasthan especially in Sikar during the last three years, State-wise?

(a) The approved criteria for providing financial assistance for potable water under Jal Jeevan Mission (JJM) are as under:
Criteria Weightage
(in percentage)
Rural Population (as per last Census) 30%
Rural SC and ST population (as per last Census) 10%
States under DDP, DPAP, HADP and special category Hill States in terms of rural areas 30%
Population (as per DDWS, IMIS) residing in habitations affected by chemical contaminants including heavy metals (as on 31st March of preceding financial year) 10%
Weightage for balance individual household connections to be provided 20%

(b) For the financial year 2019-20, Government of India has released the funds to the all eligible States/ UTs against the proposals received in this department so far.
(c) Drinking Water being a State subject, it is States who plan, design, approve and implement drinking water supply schemes. As reported, the States/ UT-wise details of number of completed schemes from 2009-10 to 2019-20(as on 03.12.2019) under erstwhile National Rural Drinking Water Programme (NRDWP) is at Annex-I.
(d)&(e) Thedetails of sewage treatment plants in rural areas are not maintained by this Department.
(f) As reported, the State-wise details of fund released and expenditure incurred during the last three years under erstwhile NRDWP is at Annex-II. Further, district-wise details of fund released and expenditure incurred in the last three years including Sikar, Rajasthan are at Annex-III.
