(a) whether the Government has received a request from Andhra Pradesh to release the pending amount out of Rs. 16078 crores under Section 46(2) of Andhra Pradesh Reorganization Act, 2014 to bridge the resource gap; and
(b) if so, the details thereof and the action taken thereon along with the funds released for the years 2014-15, 2015-16 and 2016-17?

(a) Yes.
(b) The Government of India has so far released Rs.3979.50 crore to Government of Andhra Pradesh for bridging the resource gap. The amount includes Rs.2303 crore released in 2014-15, Rs.500 crore in 2015-16 and Rs.1176.50 crore in 2016-17. The Accountant General (Accounts & Entitlement), AP and Telangana, while arriving at the Revenue Deficit figure for 2014-15, has indicated that the new State of Andhra Pradesh had incurred expenditure on certain new schemes introduced by the State Government during 2014-15. The further release to the State under this head will be concomitant to identification of such new schemes.
