Question : NABARD FUND TO RURAL PROJECTS



(a) whether the National Bank of Agriculture and Rural Development (NABARD) has provided financial assistance for rural road projects and agriculture related activities;

(b) if so, the details thereof during the last three years, State/UT-wise including Maharashtra and Kerala;

(c) the fund allocated and used for the purpose during the said period, State/UTwise; and

(d) whether the time limit for completion of rural road project have been fixed; and

(e) if so, the details thereof?

The Finance Minister (Shri Arun Jaitley)

(a) to (c) : The National Bank for Agriculture and Rural Development (NABARD) has reported that it has provided financial assistance for rural road projects and agriculture related activities. State-wise status of sanctions during the last three years is given in Annexure-I.

State-wise position of Normative Allocation (for all purposes) by NABARD for the last three years is given in Annexure-II. NABARD has reported that allocation is made to the States for all the sectors and purpose-wise break-up of allocation is not done by them. The amount disbursed under rural roads projects and agriculture related activities is given in Annexure III.

(d) & (e): NABARD has informed that the implementation phase for sanctioned road projects is spread over 2 to 4 years, varying with the type of the project as well as location of the State. As against maximum phasing period of 2 to 3 years for normal projects, a phasing period of 4 years is permitted for projects in the North Eastern States (including Sikkim) & Hilly States (Jammu & Kashmir, Uttarakhand & Himachal Pradesh).
