(a) The Ministry of Rural Development, inter alia, is implementing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY) and Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM) in rural areas of the country including West Bengal, through State Governments and Union Territory Administrations. MGNREGA is a demand driven programme, hence, no allocation of funds is made. The detail of funds allocated, sanctioned and expenditure incurred under major rural development programmes for the financial years 2014-15, 2015-16, 2016-17 and 2017-18 State-wise including West Bengal are given at Annexure I to V.
(b) & (c) In order to ensure efficient implementation and proper utilization of funds at the grass roots level, the Ministry of Rural Development has evolved a comprehensive multi-level and multi-tool system of monitoring, namely, Utilization Certificates/ Audit Reports, Review by Union Ministers, Performance Review Committee (PRC) meeting, Online Monitoring through programme specific Management Information Systems (MIS), District Development Coordination and Monitoring Committees (DISHA), National Level Monitors (NLMs), Common Review Mission and Area Officer’s Scheme. As per the report return received from the States/UTs, the implementation of the programmes has been found to be satisfactory.
